| To assess the processes and mechanisms put in place by Uganda to undertake its self-assessment and drafting the Preliminary Programme of Action after and Advance Mission that visited Uganda in August 2004. Signing the MoU was also a major objective of the Mission.. |

| Key Activities undertaken: |
| a) A press conference held by Prof. Adedeji with international and national Media to explain the main purposes of the APRM process such as promoting a policy dialogue; enhancing transparency; building capacity and monitoring compliance of member States to agreed standards.
b) A briefing session of the Support Mission Team, to review the programme and the APRM instruments that needed to be put in place by the stakeholders in Uganda. The session also assessed the progress made by the partner institutions towards preparing the background papers for the review
c) A working session with the APR focal point, the National Planning Authority (NPA). The NPA took over the NEPAD/APRM activities that were previously under the Ministry of State for Finance, Planning and Economic Development
d) A courtesy call to the Rt. Hon. Speaker of Parliament of the Republic of Uganda
e) A joint stakeholders forum was held on the MoU, the APRM instruments, including the questionnaire and the roadmap on the next steps in the implementation of the APRM in Uganda
f) A working session with the UNDP Resident Representative and the Donors' Community to inform partners interested in the APRM process and good governance
g) A courtesy visit to H.E. The President of Uganda to brief him on the APRM process. The MoU was signed between the APR Panel and the Government of Uganda at the State House immediately after the courtesy visit.
h) A working session with the Members of Parliament to inform them of their crucial role in the APRM process which includes putting in place the legal and policy frameworks to ensure security and sustainable democracy for all. The APRM concerns of the MPs were also addressed by the Support Team. |
| Key Outcomes of the mission: |
| a) With regard to the composition and launch of the National APRM Commission, the APRM Team and NPA agreed on a strategy and selection criteria that would enable stakeholders to select the right people to represent them in the National Commission. The National Commission should comprise of professionals that are able to review the work/reports written by the technical partners and make the required changes
b) The team commanded that the NPA undertake an aggressive media campaign aimed at popularizing the APRM process and the NEPAD initiative thereby enabling stakeholders to appreciate their participation in the APRM process
c) Technical partner institutions for the APRM in Uganda should possess the required capacity and competency in research work, have a track record of producing credible work and be politically neutral
d) The APRM Programme Manager recently hired should start working right away. To enhance its capacity, the NPA should contract at least two people to implement the stated recommendations. |

| a) Broaden the membership of the National APRM Commission and make the selection more democratic
b) Embark upon a national sensitization programme to create more awareness of and support for the process. |

| The UN system is mandated to ensure that governments develop and put in place structures and systems that promote good governance and safeguard human rights. |
