Objective of the Mission:
To participate in the second meeting of the Committee of the Participating Heads of States and Government in the African Peer Review Mechanism (APR Forum)

Key Activities undertaken:
a) Presentation of the progress report on the APRM by the Chairperson, Ms. Marie-Angelique Savane. The report focused on: - The main outcomes and recommendations of the 1st APR Forum held in Kigali in February 2004 - Implementation of the Work Programme of the APRM - Achievements and lessons learnt - Relationship with partner institutions and establishment of the pool of experts - Funding of the APRM - The revised work programme and the proposed calendar of reviews - APRM Programme Budget Summary: 2004-2007 b) Discussions focusing on improving the national processes, including advocacy and sensitization, National Institutional Frameworks, financing, conduct of self-Assessment and preparation of the National Programme of Action.
Key Outcomes of the mission:
a) It was noted that even though the AU Commission budget had taken APRM into account, pledges would be made to supplement the resources. To this end, each of the following countries pledged USD 1Million towards funding the process: Egypt, Algeria, Nigeria and South Africa. In addition, all other participating countries were encouraged to remit their payments of the mandatory mininum of USD 100,000 b) With the resolve to ensure the African ownership of APRM. Free of external conditionalities, it was felt that the management of the APRM Trust Fund by UNDP should be thoroughly reviewed. In addition, it was recommended that the AU play a greater role in managing the Trust Fund c) It was noted that independence of assessment of countries would be assured in the APR process by the APR Panel, in order to safeguard the integrity and credibility of the process. However, the APRM is to be seen as a product of the APR Forum, and not an" independent institution" with "autonomy". It was further stated that in the conduct of its business, the Panel would not seek other international standards of review, as these had already been incorporated when the APRM tools were designed d) The experience to-date has indicated that some countries require a high level of intervention from the panel so as to ensure adequate preparations for the review at the national level. To this end, it ws agreed that the remaining APRM countries would receive advanced visits from the Panel by the end of 2005 e) Tha APRM Work Programme was revised to reflect the countries that would receive support visits in the first quarter of 2005: Mali, Mozambique and Uganda and the schedule of the advance visits to the remaining countries f) It was decided that the chairmanship of the APR would rotate on annual basis. To this end, the current chairperson would serve in that capacity until April 2005, when the new one would be appointed g) It was agreed that the next APR Forum and the HSGIC Summit would be held in Egypt on 18-19 April 2005.
Recommended followup actions for ECA:
a) ECA should consolidate its ongoing efforts to develop consolidated country profiles, in line with the directives of the Executive Secretary. These would enable the Commission to provide timely and comprehensive informatio to serve as a solid basis for informed dialogue and a credible assessment in the context of the APR process b) The revised APRM Programme of Work and the proposed calendar should be taken into account in the ongoing exercise of mapping out ECA's role in the APR process. It will aslo facilitate adequate planning and preparation for the Commissions participation in the planned APR activities.
