| Objective of the Mission: |
| To assess the preparedness of Kenya to undertake the self assessment and prepare the Programme of Action. In this regard, the support team was to review the processes put in place in the country, the degree of awareness and participation by stakeholders, and the commitment of authorities to the APRM process. The support team was to conclude negotiations and sign the Memorandum of Understanding on the Technical Assessment Missions and the the Country Review Visit. |

| Key Outcomes of the mission: |
| a) It was noted that appointing the Ministry of Planning and National Development as the Focal Point for the APRM was appropriate as the Minister concerned was pioneering the APRM in Kenya; and the institution has the capacity to provide technical backstop to the process.
b) It was recommended that the Governing Council of the APRM should be established as soon as possible to take the APRM activities forward. Kenyan authorities indicated that the National Governing council would be formally announced on August 20, 2004.
c) It was recommended that the National Governing Council should include stakeholders from both the government and non government sectors.
d) It was agreed that the timeline of APRM activities would be adjusted to allow the review visit in the first quarter of 2005 and that the same support team should participate in this exercise
e) It was proposed that the APRM Task Force (or Governing Council after 20 August) should design a road map for the implementation of the Programme of Action. |

ECA provided the team with background material on recent economic and social development in the country. These include the ERA 2003 Chapter on Kenya and data update on key economic and social variables up to 2004. |
