Objective of the Mission:
To assess the processes and mechanisms put in place by the country to undertake its self-assessment and prepare its preliminary Programme of Action and subsequently, be reviewed by the APR Panel

Key Activities undertaken:
a) Meetings with the National APRM Governing Council and the four National APR Technical Teams. The National APRM Governing Council is an independent group charged with the overall supervision and review of the APRM process in Ghana. This meeting was to update the Support Team on the preparedness of Ghana for the APRM process b) Meetings with the Minister of Regional Cooperation and NEPAD; the National Council of State; the Bank of Ghana. c) A courtesy visit to H.E John A. Kufuor, the President of Ghana, who stated that Ghana will give its full cooperation to the APR Panel of Eminent Persons d) Attended a National Stakeholders Forum iorganized by the APRM Governing Council in Accra and also in Akasombo. This was to further discuss the methodology and tools and processes of the APRM and also to discuss the questionnaire.

ECA Contribution to the Mission:
Democracy and Political Governance Economic Governance and Management a) Assisted the APRM Secretariat in drafting notes and in the preparation of the report of the mission. b) Participated in technical discussions that took place during the stakeholders' workshop in Akosombo c) Provided the following background documents to the APRM Secretariat: A chapter of ERA 2003 on Ghana; the PRSP Learning Group document on Ghana; and ECA's Gvernance Report on Ghana d) Reviewed methodology and questionnaires to be used for the assessments and made and made suggestions on how they could be improved before sending them out to the respondents.
Recommended followup actions for ECA:
For the Review Process: a) ECA to compile relevant documents on Ghana in the areas of - Political democracy and governance - Economic Governance and Management - Socio-economic development and forward them to the APRM Secretariat b) ECA to assist in the drafting of the background document given that the APR Secretariat does not have the capacity to do it alone c) ECA to send the same support team to all missions for Ghana during the review process d) ECA needs to identify a pool of ECA professionals and experts that can be called upon to assist in APR missions. Furthermore, SROs should be represented in the teams selected for APR missions in the countries within their subregion e) There is a need to organize an internal workshop to better acquaint these staff members with the APRM process, tools and outcomes
