| Key Activities undertaken: |
| a) The election of the Chairperson of the APR Forum
b) The introduction of the seven members of the APR Panel and endorsement of its Chairperson
c) The presentation of the report on the APRM activities since July 2003 including the APRM rules and procedure
d) Discussions on the procedures, management and funding of the APRM |
| Key Outcomes of the mission: |
| a) On the funding of the NEPAD Secretariat and APRM, there was a consensus that countries that have acceded to the APRM make a voluntary minimum contribution of USD 100,000
b) President Obasanjo of Nigeria was unanimously elected as the Chairperson of the APR Forum to ensure smooth coordination and coherence between NEPAD and the APRM
c) The seven members of the panel of eminent persons who were approved by the 7th Summit of the NEPAD HSGIC in May 2003, were introduced with Ms. Marie Angelique Savane appointed as Chairperson of the Panel of Eminent Persons for a period of one year. The APR Forum aslo confirmed Mr. Mourad Medelci of Algeria as the seventh member of the panel effective 27 July 2003
d) The rules and procedures for the APRM were presented by the Chairperson and endorsed
e) the APR Forum was urged to appoint focal points at ministerial level to assure the smooth implementation of the APRM
f) The APR Forum approved the recommendation of the APR Panel that participating countries should establish national co-coordinating committees where they do not exist
g) The Chairperson fo the APR Panel presented the scope of the country reviews as: economic governance and management, socio-economic development, democracy and political governance and corporate governance and reiterated that the Heads of State and Government had identifed these areas. Mr. Obasanjo suggested that these areas be covered in all the countries for comparision purposes
h) The proposed timeframe of 9 months for each peer review agree upon as sufficient to conduct rigorous reviews however for some countries adjustments would be needed as in the case for Ethiopia because of upcoming elections
i) It was agreed that the importance of self-financing should be explored in more depth. In that context OSAA was asked to call a meeting of UN and ADB to discuss the establishment of a Trust Fund. Mr. Obasanjo and the Secretary General Kofi Anan have already had some discussion on this matter
j) Ms. Savane stated that the APRM Secretariat was preparing the TORs and detailed MoU for Country Missions. These would be sent to ECA and ADB shortly before the Rwanda and Ghana missions scheduled for March. |

| a) ECA underscored its deep commitment to the APRM and mentioned its input in formulating the generic letter and MoU sent to participating institutions and participation in several technical meetings related to the development of indicators for the APRM. |
