Organizational framework

The Ministry of Water Resources is the host organization of the metadatabase activities working in close cooperation with partner institutions at federal and regional level.

The partnership of institutions has formed a Technical Working Group and a metadatabase Advisory Committee to guide the metadatabase activities of the project in technical matters and on policy issues respectively.

In the Regions, the Bureau of Finance and Economic Development has been assigned to be the focal point. Together with other relevant Bureaus, a Regional Working Group has been formed.

In each institution, staff have been assigned to create metadata and do other metadata related work. This staff forms the metadata unit, which liaises with the project for the generation and exchange of metadata. As per May 2002, about 45 staff have been assigned in the seven federal partner institutions and about 135 in the five Regions participating at that time. Each institution will thus establish its internal metadatabase team.

To ensure the follow-up on the project and the future sustainability of the metadatabase activities, the MoWR will establish the Natural Resources and Environmental Metadatabase Centre (NEMC). This center will facilitate the creation , maintenance, exchange ,distribution and utilization of high quality metadata acting as a clearinghouse for the exchange of metadata created with partner institutions at federal and regional level.

The organizational set-up and institutional framework of the metadatabase have been laid down in the Memorandum of Understanding on the Establishment of the Natural Resources and Environmental Metadatabase Cooperation Framework. This framework for cooperation allows for the inclusion of new partners in the future and deals with a number of "legal" issues, which govern the handling of data and metadata in Ethiopia. Among these are ownership of data and metadata, ownership of the ENRAEMED software, exchange of metadata, metadata standards, security of metadata, conditions of access to data, sale of metadata and financing of metadatabase activities.
